Simple answer... One is transitioning into the other. Blogging Dippers has been kept up in the interm, to make it easier for people to find the new site.
Well the entire Dipper blogroll seems to be migrated over there - this post asking what the site is, is prominent on it's first page.
You've stumbled upon the Alpha site, that will soon become a Beta and then completely replace BD. We're trying to keep things low traffic there for the moment. This was outlined in my platform when I was running for admin.
